Terms of Service
Effective October 29, 2026
These terms apply when you use the Spartan Systems website at spartansystems.us and the Spartan procurement intelligence platform at data.spartansystems.us, including its API and alerts (together, the "Service"). Spartan Systems ("Spartan," "we," "us") provides the Service. By creating an account or using the Service, you agree to these terms. If you use the Service for a company, you agree to them for that company.
1. Accounts
The Service is for businesses and the people who work for them. You must be at least 18 to use it. Give accurate information when you sign up, keep your sign-in details to yourself, and tell us at sales@spartansystems.us if you think someone else has used your account. You are responsible for what happens under your account.
A company account can have as many members as its plan allows. Each member signs in with their own account; please don't share one sign-in between people.
2. Plans, trials and billing
- Free tier: a free account is always available, with limited access to the Service.
- Paid plans are billed monthly by the number of people who need access (1, 3 or 5), at the prices on our pricing page. Prices are in US dollars.
- Free trial: new accounts can try a paid plan free for 7 days without a card. To keep the plan after the trial, add a card before it ends; otherwise the account moves to the free tier.
- Payments are processed by Stripe. A paid plan renews each month and is charged to your card until you cancel.
- Cancelling: you can cancel at any time under Settings, Subscription, Manage Billing. Your plan stays active until the end of the month you've paid for, and isn't charged again.
3. The data in the Service
Most of what the Service shows comes from public government sources, such as the Defense Logistics Agency, DIBBS, FLIS and SAM.gov, plus our own analysis of it. We work to keep it accurate and current, but these sources can be incomplete, late or wrong, and our analysis can be too. Spartan is not affiliated with, or endorsed by, the Defense Logistics Agency or any other part of the US government.
Before you bid, quote or make any other business decision, check the official solicitation and award records. Those decisions, and their results, are yours.
4. AI features
Some features, such as the assistant and plain-English search, write answers with an AI model. These answers are produced automatically and can be wrong or incomplete, so check anything important against the data and official sources. Our Privacy Policy explains what these features send to the AI provider.
5. Your content
You keep ownership of what you put into the Service, such as inventory lists, saved searches and alert settings. You give us permission to store and process it only to run the Service for you, as the Privacy Policy describes. Only upload content you have the right to use.
6. The API
If your plan includes API access, keep your API keys secret and use them only for your own company. API use is subject to the rate limits and quotas in the API documentation. We may revoke a key that is shared, leaked or used against these terms.
7. Acceptable use
Don't:
- copy, scrape or download the Service's data in bulk, other than through the API within your limits;
- resell, republish or give others access to the Service or its data;
- get around paid-plan limits, rate limits or security, or try to reach other customers' accounts or data;
- interfere with the Service, or reverse engineer it except where the law allows;
- use the Service to break the law or anyone's rights.
8. Email and SMS alerts
You choose which alert emails and digests you get, and can turn them off in your notification settings. We may still send essential account messages, such as receipts and security notices.
SMS alerts are optional. They are sent only to a phone number you verify, and only after you tick the consent box in your notification settings. Message frequency depends on the alerts you set up. Message and data rates may apply. Reply HELP for help, or STOP to unsubscribe at any time. Carriers are not liable for delayed or undelivered messages. The SMS Alerts Terms describe the program in full.
9. Privacy
Our Privacy Policy explains what we collect and how we use and share it. It is part of these terms.
10. Ending your account
You can stop using the Service at any time. To delete your account or your company's account, email sales@spartansystems.us; the Privacy Policy explains what is removed and what is kept. We may suspend or close an account that breaks these terms, puts the Service or other customers at risk, or doesn't pay. Where it's reasonable, we'll tell you first.
11. Disclaimers and limits of liability
The Service is provided "as is" and "as available." As far as the law allows, we make no warranties, express or implied, including that the Service or its data will be accurate, complete, uninterrupted or fit for a particular purpose. The Service is not legal, financial or contracting advice.
As far as the law allows, Spartan is not liable for indirect, incidental, special or consequential damages, or for lost profits, revenue, contracts or data. Our total liability for any claim about the Service is limited to the amount you paid us for it in the 12 months before the claim.
12. Governing law
These terms are governed by the laws of the State of California, without regard to its conflict-of-laws rules. Any dispute about the Service will be brought in the state or federal courts located in California, and you and Spartan agree to their jurisdiction.
13. Changes to these terms
We may update these terms as the Service changes. The effective date above shows when they last changed. If we make material changes, we will tell account holders by email or in the Service before the changes take effect. Using the Service after that means you accept the new terms.
